Under Ofcom’s updated General Condition C3 (effective 1 October 2024), you are classified as a ‘Regulated Provider’ and is obligated to notify end‑users promptly when their mobile device connects to a roaming network (including inadvertent roaming) .
This roaming notification should include or signpost clear, comprehensible and accurate information, enabling the user to make informed decisions. As a minimum, it should cover:
Roaming activation & charges
- Confirmation that roaming is active, and whether the user’s tariff includes roaming in that country
- If not included, the standard rates: £X/min, £Y/SMS, £Z/MB or per‑day pass, plus fair‑use caps (e.g. X GB/day, thereafter £Z/GB)
Time or usage limits
- Any time‑based billing periods (e.g. rolling 24h, midnight‑to‑midnight) and fair‑use thresholds
Bill/spend cap options
- Reminder that the user can set, adjust or remove a bill limit
- Directions to a free, easily accessible channel (e.g. zero‑rated link, free text/phone) to manage caps, and how quickly changes take effect
Further information & support
- Signposting to a free‑to‑access source (e.g. website, app, text or call service) detailing roaming charges, fair‑use rules, spend controls, usage monitoring, and tips to avoid bill shock
Advice on inadvertent roaming
- Guidance on preventing unwanted roaming (e.g. disabling automatic network selection, awareness of coastal/border area risks)
